Did you mean 4 ft. T12 fluorescent from the 1970's?
I was recently asked to help reduce the electric load for the lighting in a large space that uses 4ft. T8 fluorescent fixtures from the 1970's. At first I looked at replacing them with more efficient fixtures, but then I found this device that can reduce the power to any fluorescent load by 30-40% and only drop the brightness by about 16%.
